Dr. Edmund Beard, the project principal investigator, is a former Dean of UMass' McCormack Graduate School. Author of three books and numerous articles or book chapters, Dr. Beard specializes in democratic political institutions and political behavior. Currently Senior Advisor in the Office of the President, University of Massachusetts, he has managed multiple U.S. State Department Rule of Law projects in China, Russia and throughout Eastern Europe. Ms. Adria Warren, co-Project Director and currently in private practice with Foley & Lardner LLP, has seventeen years of experience living in and working with China. Most recently, she served as the Washington-D.C. based Project Manager for the ABA's China and Cambodia programs, where she oversaw 62% increase in secured funding with $1.15 million in total grants under management in 2005. She is currently a Vice-Chair for the China Committee of the ABA's Section of International Law. Contact Ms. Adria Warren.

The Honorable R. Peter Anderson serves as co-Project Director. A retired Associate Justice, Boston Municipal Court, he has participated in Rule of Law programs in China, Mongolia, and the Slovak Republic. Judge Anderson served as co-leader of two UMass/MJC Mock Trial Programs in China and was key in developing the 2006 Beijing-to-Boston Internship Program, which brought six Chinese judges to Boston for a three-month judicial internship program.
